Under what conditions is it permitted to make a U-turn?

1. AA U-turn is permitted only on a road with at least three lanes.
2. BIt is permitted anywhere but it is forbidden to manoeuvre on the road in order to make the turn.
3. CWhen there is no obstruction to traffic or no risk to road users and there is no sign forbidding a U-turn.
4. DThe turn is permitted at a junction only.
